Can we set a custom rate limit, like 10 requests per minute, instead of the default 100 requests per minute?

The situation is this: as clients are building out their products and MVPs, it can be hard to figure out what demand will be required from PDL's API endpoints. This becomes important (especially so) when products and MVPs are built directly on top of PDL APIs.

So, the ask is this: can we have some sort of reporting / analytics / metrics that show the load clients are putting on the rate limits of API endpoints? This would help clients make informed decisions and requests involving API usage and/or DL usage, while also helping PDL prioritize rate limits and provisioning of data consumption models.

I would like to distribute credits to each of my users/keys. Currently all api keys pull from the same credit allotment.
