Enable purchases with the Batch Enrich tool with smaller list

The current minimum purchase price is $50.00 which means if I have a smaller list, it's not possible to purchase without either falsely inflating my list or adding field bundles.
It would be better to instead allow me to purchase the list for $50.00 regardless of the size.
